The rating of 9.2/10 concerns the legal status, transparency of the operator and required protective mechanisms. It is not an assessment of the chances of winning. Each casino game has a mathematical advantage of the operator, and the result of a single session remains random.

Disadvantages:
- lack of a second legal casino operator limits comparison;
- legal status does not guarantee a quick payout or a favorable bonus;
- the player still runs the risk of losing the entire deposited amount;
- detailed promotions and limits may change over time;
- a full evaluation of the service would require a test on a verified account.
Why legal online casinos don't make the top 10 ranking
It's impossible to honestly fill ten places with the names of foreign or fictitious operators. Such a ranking would confuse legal status with popularity. The website may be well-known, accept Polish zlotys and have a license in another country, and yet not have the right to run an online casino in New Zealand.
We also do not classify bookmakers as casinos. The permit for betting covers a different scope of activity. Slot machines, roulette, blackjack and baccarat do not become legal just because they belong to a brand with a Polish bookmaker domain.
If the MF list is expanded, a new entity will be added after checking the operator, domain and scope. Until then, empty spaces are more accurate information than artificial reviews.

How to check legal online casinos in the registers of the Ministry of Finance
The verification process should start outside the operator's website. Legal online casinos are confirmed in a state source and then compared with the register of domains that do not comply with the act. Only then is it worth analyzing the bonus, the catalog of games and payments.
Official list of legal online casinos
Open the list of legal entities of the Ministry of Finance and find the table regarding online casino, number games and lotteries. Check the full name of the entity, KRS number, scope of activity and domain in the columns.
The checklist includes:
- identical spelling of the domain;
- correct extension, for example ".pl";
- no additional dash or typo;
- the scope of "online casino", not only mutual betting;
- compliance of the owner with the footer and regulations website;
- current review date.
Do not use a screenshot sent by the advertiser. Please open the government website yourself as the list may change.

Register of Illegal Gambling Domains
The second step is the Register of Domains Used to Offer Gambling Games in violation of the Act. At the time of our inspection, the register showed an update from July 14, 2026 at 12:10:54 UTC.
Entering a domain into the registry activates the access blocking mechanism. Internet providers must redirect the user to an information website, and payment providers must stop servicing the domain within the period provided for by the law.
However, the lack of a domain in the register is not an automatic proof of legality. The new or clone page may not be listed yet. Positive confirmation is the presence on the list of legal entities, not the mere absence from the blacklist.
Checking the domain, operator and KRS
Fraudulent websites often use addresses similar to the real domain. They can add the word "bonus", change one letter or use a different extension. Always enter the address manually or use a link from the official list.
In the regulations, find the full name of the operator, registered office and KRS number. Then compare this data with the MF entry. If the footer lists a company from another country or does not indicate the owner, stop registering.
Also pay attention to the TLS certificate. A padlock next to the address means connection encryption, but does not confirm gambling rights. An illegal or impersonating site may also use HTTPS.
Licenses and regulations governing legal online casinos
The basic source is the Act of November 19, 2026, on gambling. Legal online casinos operate differently than land-based casinos and bookmaker companies. The difference results from the type of game and the way it is offered.
State monopoly on online casinos
Article 5 para. 1b covers the state monopoly on organizing gambling games via the Internet, with the exception of mutual betting and promotional lotteries. The monopoly is exercised by a sole-shareholder company of the State Treasury established for this purpose.
Casino games include, among others, slot machines, cylindrical games, dice games and certain card games for prizes. The law designates blackjack, poker and baccarat as card games if they are played for cash or material winnings.
A monopoly should not be confused with a classic license visible on the website of a foreign casino. New Zealand is determined by national regulations, the scope of authorization and the officially indicated domain.
Why an MGA or Curaçao license is not sufficient
The following are also not enough:
- license document without New Zealand authorization;
- New Zealand language of the website and chat;
- player's account in PLN;
- BLIK service or Przelewy24;
- advertisements targeted at New Zealand users;
- logo of a game testing institution;
- SSL or TLS certificate.
These elements may describe technical quality, but do not replace an entry in the Ministry of Finance list.
Therefore, we first evaluate legal online casinos according to the domain and legal basis, and only then analyze the conditions of casino bonuses.
Online casino and a legal bookmaker
The bookmaker accepts mutual bets on the basis of a permit. The casino offers games whose outcome depends on chance or randomization software, such as slots and roulette. These are two different areas of activity.

Virtual sports betting is also not automatically a casino. The product's qualification is determined by the game rules and regulations, not the graphics used in the application.
Security required from legal online casinos
Legal online casinos must implement responsible gaming regulations. The Act requires visible information about the operator, contact method, regulations, ban on gaming for persons under 18 years of age, risk of gambling and institutions providing assistance.
Regulations on responsible gaming
Article 15i requires a procedure for verifying the age and registration of the player. The operator must also provide mechanisms to control activity and prevent further play after the funds in the account are exhausted.
Before making a deposit, check whether the website provides:
- history of transactions and activity;
- limits on deposits, rates or time;
- possibility of taking a break or closing the account;
- information on risk and responsible gaming;
- contact to aid institutions;
- a clear procedure complaint;
- no participation by minors.

Encryption, data and gaming integrity
The connection should use up-to-date HTTPS. Check your browser for certificate warnings. Use a unique password, an up-to-date system and a screen lock. Don't log in via a link you received in a random email.
RTP is a theoretical return to player calculated over a very long period of time. An RTP of 96% does not mean you will get back NZ$30 for every hundred you deposit. The parameter applies to a specific version of the game and does not remove the casino advantage.
The operator should publish game regulations and complaint rules. The logo of the laboratory or software supplier may be additional information, but does not replace New Zealand legal status.
Customer service and complaints

BLIK, Przelewy24, cards and transfers
BLIK and Przelewy24 are popular among New Zealand users because they allow you to quickly confirm the payment. Card and traditional bank transfer may be easier to document in the event of a claim. Not every deposit method must be available for withdrawal.
Before confirming the payment, check:
- the amount and the recipient in the banking application;
- the minimum and maximum transaction limit;
- possible operator or bank fee;
- expected posting time;
- the method that will be used to withdraw funds;
- the impact of the payment on the active bonus.
Never provide the BLIK code to a consultant. The code is entered only in the official payment form, and the transaction is approved in the banking application after checking the amount.

Verification of identity and source of funds
KYC confirms the identity, age and compliance of the player's data. The operator may ask for a document, proof of address, ownership of a payment account or explanation of the source of money. Additional control often appears before the first major payment.
The data on the account should match the document and bank account. A deposit from another person's account may result in additional questions or a transaction block. Do not create multiple accounts or use someone else's identity.
Verification does not mean that the document must be sent through any channel. Use the official panel, check the domain and remove unnecessary metadata from dumps if the operator does not require it.
Taxes and penalties related to legal online casinos

Article 21(1) 1 point 6a of the Personal Income Tax Act exempts winnings from games on slot machines, cards, dice and cylindrical games if they are organized by an authorized entity in accordance with the regulations of an EU or EEA country.
However, it should not be concluded that every domain with a European license is legally available from New Zealand. Tax exemption and the right to participate in the game are separate issues. New Zealand's monopoly and prohibition of participating in unauthorized games still apply.
If necessary, ask the operator for a personal certificate of winnings. New Zealand gambling regulations provide for the possibility of issuing it at the participant's request, and the operator keeps records of specific payouts.

Consequences of playing with an illegal operator
Article 29a prohibits participation in online gambling games organized by entities that do not exercise a state monopoly or operate without the required permit. The participant may be subject to a financial penalty.
Additional risks include:
- blocking of the domain by the Internet provider;
- stopping payment processing;
- more difficult complaints abroad;
- lack of effective withdrawal of funds;
- risk of theft of documents or card details;
- false request for another deposit before withdrawal.
The safest decision is to check domains before registration, not only after the payment problem.
